Executive Director
Lorray S. C. Brown is the Executive Director of Michigan Statewide Advocacy Services (MSAS). As Executive Director, she provides strategic leadership for MSAS's statewide legal advocacy programs, organizational operations, and partnerships. She has guided the organization's growth as an independent nonprofit, strengthening statewide advocacy initiatives and expanding access to justice for underserved communities throughout Michigan.
Prior to her appointment as Executive Director, Ms. Brown served as Program Director of the Michigan Poverty Law Program (MPLP) and as Michigan's statewide consumer law attorney beginning in 2001. She also directed the Michigan Foreclosure Prevention Project, leading statewide legal and policy initiatives during the foreclosure crisis. Throughout her career, she has provided litigation support, policy advocacy, and case consultation on consumer law matters, including foreclosure prevention, predatory lending, debt collection, mortgage servicing, garnishment, payday lending, and student loans. She has presented extensively at state and national conferences on consumer law, foreclosure prevention, mortgage servicing, and affirmative litigation.
Prior to joining MPLP, Ms. Brown served on the legal writing faculties at Villanova University School of Law and the University of Michigan Law School. In 2008, she served as a Consumer Law Fellow at the National Consumer Law Center (NCLC) in Boston, where she worked on national consumer protection advocacy and litigation. She also served on the Consumer Financial Protection Bureau's Consumer Advisory Board from 2020 to 2022.
Ms. Brown's leadership and contributions to consumer advocacy and access to justice have been recognized with the National Consumer Law Center's Vern Countryman Consumer Law Award (2015) and the Michigan State Bar Foundation's Access to Justice Award (2018). In 2017, she participated in the Shriver Center on Poverty Law's Racial Justice Institute, a national leadership program that equips anti-poverty advocates to advance racial equity in their work.
